third-party dashboard access provider

a person that:

1. (a) does not have permission to carry on regulated pensions dashboard activity; and
2. (b) under an arrangement with a firm that does have permission to carry on regulated pensions dashboard activity, makes available to a customer a pensions dashboard platform, for which the firm is responsible.
